Five local historic districts, and they affect your roof

Decatur has five locally designated historic districts, Clairemont Avenue, McDonough-Adams-Kings Highway, Old Decatur, Parkwood, and Ponce de Leon Court. Inside them the city will not issue a building permit without preservation sign-off first, but the level of sign-off depends on what you are doing. Replacing roofing materials, including like-for-like repair, is handled by a Certificate of Exemption, staff-level, no hearing. Changing the shape of the roof is what sends you to the Historic Preservation Commission for a full Certificate of Appropriateness. Worth knowing that even ordinary in-kind repair needs the Certificate of Exemption, so there is no version of this with no paperwork at all.

In MAK, the metal roof rules are written down

The McDonough-Adams-Kings Highway district is the one with explicit roofing material rules on the books. On secondary roofs pitched 3/12 or shallower, flat-seam metal is what belongs on front and side elevations, standing seam with a 1-inch or lower profile is confined to rear elevations not visible from the street, and bare galvanised metal and unpainted aluminium are not accepted at all. Clairemont Avenue works differently again, the Commission's jurisdiction there reaches only the front and side facades visible from the Clairemont Avenue right-of-way, so rear-facing work falls outside it.

Local designation is not the same as National Register

Six National Register districts sit inside Decatur's city limits, and the two kinds of designation are constantly confused. National Register listing is honorary, it places no restriction on what a private owner does with their own roof, absent federal funding. Only the five LOCAL districts carry design review. Several National Register districts with Decatur mailing addresses, including Emory Grove and University Park, are not in the city at all. If you are unsure which applies to your address, we will find out before quoting rather than guess, because getting it wrong costs you either a delay or a violation.

A tree canopy over 70% of residential streets

A Georgia Tech study measured Decatur's tree canopy at roughly 57% citywide and more than 70% over residential neighborhoods. That is beautiful and it is hard on roofs: constant leaf load in valleys and gutters, limbs over the deck, and shade that keeps shingles damp long enough for algae and moss to take hold.
