Winder has a Historic Preservation Commission
Winder has been a Certified Local Government since 1987 and operates a Historic Preservation Commission that reviews material changes to properties inside its designated historic district. If your home is in that district, a re-roof may need a Certificate of Appropriateness before a building permit will issue, and the city charges a fee for it. The district boundary is not printed in the city code, it is held on file at the clerk's office and shown on the city's public GIS viewer, so we check your specific address before quoting rather than discovering it mid-job.
A like-for-like re-roof usually needs no approval
This is the part most homeowners are not told. Winder's ordinance exempts ordinary maintenance and repair that does not change the design, material or outward appearance, so replacing shingles with the same shingles is generally not a reviewable change. Changing the material, the profile or the colour is what triggers review.
